Definition/Classification of Services / Health Care Facilities by HA-AD

Hospital:
A health facility in a standalone building with inpatient services for 24 hours use or longer by patients in the treatment of diseases, injuries, deformities, abnormal physical or mental status, maternity cases, nurseries and dispensaries. A hospital provides critical services such as emergency and intensive patient care. A hospital has higher level of health care management in different fields of medicine and surgery and has ancillary services such as clinical laboratory, radiology and pharmacy. A hospital should have medically equipped ambulance.

Hospitals Subtypes:

  1. General hospital : A facility at which a range of outpatient and inpatient services are offered, mostly within the scope of general medical practitioners. In addition to the following basic specialties of surgery, medicine, orthopedics, pediatrics, obstetrics and gynecology and psychiatry.
  2. Specialized hospital : A hospital providing one or two focused specialties/ specialized services. There are wide a range of possible specialties that could be focused in a hospital, including spinal injuries, maternity, pediatric, heart, infectious diseases and so on.
  3. Day care surgery: Day Care Surgery with inpatient service for less  than 24 hours stay is classified under Hospital
  4. Nursing Home: A nursing home is a place of residence for people who require constant nursing care and have significant deficiencies with activity of daily living
  5. Rehabilitation Hospital: A rehabilitation hospital is devoted to the rehabilitation of patients with various neurological, musculoskeletal, orthopedic and other medical conditions following stabilization of their acute medical issues. Clinic:
A health care facility that includes one clinic or more staffed by general practitioner GP (one or more), or a specialist (one or more). A clinic shall be mainly used for health consultations and simple treatment. It does not provide emergency services but provides first aid services. Emergency cases must be referred to a hospital. A clinic should have at least one licensed nurse or dental assistant whichever is applicable. A health facility that administers emergency treatment to an injured or sick person before necessary professional medical care is secured.
The facility may includes more than one clinic and more than one doctor, providing that all have one specialty only.

  5. Specialized Dental Clinic
  6. First Aid Post:  (A health facility that administers emergency treatment to an injured or sick person before necessary professional medical care is secured)

Polyclinic:
A health care facility that consists of a group of clinics (two and above), occupied by General Practitioners or by Specialists. A polyclinic shall be mainly used for health consultations and simple treatment. It does not provide emergency services but provides first aid services. Emergency cases must be referred to a hospital. A clinic should have the same number of nurses or dental assistants whichever is applicable.
Dental polyclinic with panoramic x-ray will still be considered as a polyclinic as this equipment does not need radiology assistant.

Polyclinics Subtypes:

  1. Medical Polyclinic
  2. Dental Polyclinic

Centre: 
A health care facility that is structured as a polyclinic. A centre provides support services in addition e.g. Laboratory, radiology etc. A centre does not provide emergency services. Emergency cases must be referred to a hospital. A laboratory should be supervised by a pathologist; radiology should be supervised by a radiologist (as per Federal Law).
Dental centre should include dental laboratory, the availability of panoramic x-ray does not change the type to a dental center as this equipment does not     need radiology assistant

Centers Subtypes:

  1. Medical centre
  2. Dental centre

Diagnostic Centre:
Separate organized facilities in a community to provide simple to critical diagnostic procedures such as laboratory and radiological investigations supervised by a pathologist/radiologist usually performed through referrals from physicians and other health care facilities.

Rehabilitation Centre:
A facility operated for the primary purpose of providing local diagnostic and treatment services in a community to physically and mentally handicapped or disabled individuals requiring restorative and adjustive services in an integrated and coordinated program of medical, psychological, social and vocational services e.g. physical therapy facility which should be operated under the supervision of a physician and qualified physical therapist.

  • Optical Shop: A Facility where optometry services is available under supervision of optometrist
  • Audiometric Shop: A facility where audiometric services are provided, under supervision of audiologist.
  • Prosthetic & Orthotics: A facility that is engaged in manufacturing, fixing and    selling compensational products for rehabilitation, operated by licensed prosthetics and orthotics.
  • Dental Laboratory: A facility for manufacturing and fixing the corrective teeth
  • Physiotherapy: A facility where physiotherapy services are available, dealing with the treatment of physical dysfunction or injury by the use of therapeutic exercise and application of modalities intended to restore normal function or development. Operated by licensed physician and licensed physiotherapist or physiotherapy technician.

Dialysis center
A specialized centre as a freestanding facility for the treatment of kidney diseases, provides services of renal dialysis mostly haemodialysis with specialized health professionals.


Mobile Health Unit
A mobile health unit is a temporary service from which a range of primary health services are provided and where a mobile unit/bus/car provides the resources for the service. This service is provided on fixed routes and at a number of points which are visited on a regular basis. Some visiting points may involve the use of a room in a building, but the resources (equipment, stocks) are provided from the mobile when the service is available and are not maintained at the visiting point. Usually mobile health units provide services to individuals in rural or outlying areas where services are otherwise inaccessible.

Subtypes are:

  1. Single-specialty unit
  2. Multi-specialty unit

  • General / Specialized medical Clinic
  • Medical Diagnostic imaging
  • Medical Laboratory
  • Others

Provision of Health Service:
A health establishment has higher level of t health care management in the different fields of the health services.
The health establishment provides the following activities/Services.
1. Health consulting services & hospital management
2. Medical Professional Development
    a) CME/CPD
    b) Medical Skill Training
3. Patient Escort Services
4. Medical Transport Service
    a) Vehicle Ambulance
    b) Helicopter Emergency Medical Service (HEMS)
    c) International Air Ambulance
5. Employing / Transferring the medical staff
6. Home Care Services

Pharmacy Establishment:
A licensed establishment where prescriptions drugs are filled and dispensed by a licensed pharmacist under the law of the country where he or she practices. The establishment can also be the place where preparation, composition, separation, bottling or packing, selling of any medicine for protection or treatment of human beings or animals.

Pharmacies subtypes:

  • Out-patient Pharmacy: Any pharmacy that practices the pharmaceutical science that is outside a hospital. This includes any retail establishment where prescription medications are dispensed. All community pharmacies are considered as out-patient pharmacies, but not all out-patient pharmacies are considered as community pharmacies, i.e. a pharmacy in the outpatient clinics in SKMC, it is an out-patient pharmacy but it is not a community pharmacy.
  • In-patient Pharmacy: Any pharmacy that practices the pharmaceutical science that is limited to patients who reside in a hospital.
  • Drug Store (Medical Store): Means any facility or establishment inside the country which imports, store, and distribute any medication as a wholesaler
  • Drug Manufacture (Medical Factory):
    Means a business entity engaged in making, assembling, processing, modifying devices, or mixing, producing or preparing drugs in dosage forms by encapsulating, entableting, or other process, or packaging, repackaging.
    Licensure of drug manufacture is not available at (HAAD), it is only licensed by Ministry of Health (MOH).
  • Scientific Office: Means a centre that provides information about medications and chemical elements produced by a manufacture which the scientific offices affiliate.
