Policy Definition:

A policy is a statement that defines specific goals in a given area and a framework to guide action to achieve them. Policies are usually decisions developed by Government policy makers, for determining present and future objectives pertaining to the overall health care system. Health policies are key instruments for translating the broad goals and objectives of the government, legislative and regulatory body into action. Without clear and enforceable policies there is a potential for inconsistencies, duplication and ineffectiveness.  Policies developed by HA-AD /Division of Provider, Policy and Regulation addresses health service regulatory issues that will have a direct positive impact on the health and health care service of the people of the Emirate of Abu Dhabi. HA-AD health regulatory policies establishes a means to achieve results consistent with the standards, best practices, and a way to monitor and assess quality of the health care services.  Note:

 HAAD is currently undertaking a comprehensive review of all HAAD Policies and Standards with the aim to produce consolidated Manuals that communicate the authorisation, licensing and operational regulatory and compliance requirements for facilities, clinicians, health insurance and other health services.

 It is anticipated that all the Policy and Standards Manuals will be completed and launched by early Q2 2010 (April-May).  HAAD will be working closely with its stakeholders to help achieve best practice in healthcare regulation, to fulfil HAAD’s strategic objectives.

Whilst this review is in progress, and unless otherwise stated, the current HAAD Policies and Standards (as posted on the HAAD website) continue to apply, even where the expiry date on the Policies and Standards has been passed. For the avoidance of any doubt, the healthcare sector is required to comply with all such HAAD Policies and Standards including those published on the HAAD website, unless advised otherwise in writing by HAAD.
